1)remove the tire/wheel. 2)Remove the valve core. 3)Submerge in large tank or pond until bubbles stop rising. 4)replace valve core and fill to required air pressure. 5)Reinstall on tractor. JUST KIDDING. you could pump it in with a bilge pump or something similar.

If it is a tubeless tire, you can take the wheel off, lay it down , break the bead in a small area and fill with jugs.

almost any auto parts store will have a garden hose adapter.
move tractor until the valve stem is at the hight you want the water level to be. remove the valve stem. attach garden hose and turn on the water. when tire is inflated turn off water and press the relief valve and the tire will flatten. turn on water again. repeat until tire is filled to the level you want. I loaded some anti freaxe by cutting a short piece of old garden hose . attach the adapter to the valve and insert the hose into a gallon of antifreeze then jack up the tractor as the tire is lifted it will draw antifreeze into the tire. now add the water.
