Unless there is something seriously wrong with the tractor, I'd grab it quick. That is a very good price for the tractor all by itself, especially if those are the true hours. As Roxy says, if it is a "D" model, it is 4WD. It is also a North American model, not a "grey market" model. These both add considerably to the value.
Not having a water pump or power steering is part of the beauty of these smaller Yanmars. If you keep the radiator and radiator screen clean, and run something between pure water and pure anti-freeze in the cooling system, it will run cool. If it doesn't have a loader, you won't need power steering.
But, being 4WD, a small loader would not be out of the question.
These machines are incredibly simple, they always start, they are easy to fix if they ever break, there's good parts availability, and they are tough, tough, tough.
