I can add some detail to this unit. The handbrake on the left side of the picture adjust the coupler height. The truck frame is an original/ first production/ GE HIAD truck frame from the 80's. It has a large stiffner welded to the side frame / aka both sides/ on the open end of the truck. This was done to correct a weakness in the casting. Later frames were reinforced on the open end to eliminate this problem and no stiffners were needed. I am not sure if the unit was made at SLP and or Boise, but I remember people talking about it.
