The Oscar machine should be setup to get DNS from Audrey he is using internet sharing.
The problem he is having is related to file and print sharing which if he was not doing he would not even need the Server service. the protocol ini file is possibly corrupt it needs to be recreated. It probably was corrupted on the last change that is related to downgrading Oscar from the Internet share PC/Stateline connector. Rewriting the Protocol Ini will happen when you make changes to the Network Configuration.
Uninstall at least file and print sharing and then reinstall it is the best shot. Seeing how the Pc can use the internet I would not change the DNS setting. Your network could be reconfigured to not use internet sharing but it appears the Satellite router is not doing DHCP so it would require a manual config. It is the default for the Router to do DHCP and you could have 2 on your network this could cause some problems but I do not see a problem related to that.
The error message about DNS is odd on Oscar. But it does not seem to be causing a problem. It could be that the networking between Oscar and Audrey (the DNS Server) is flaky and causing the error for DNS this would lead back to a possible corrupt Protocol Ini file.
