In that case, many of the older SS's would roll. Most "later" models have SAHR (spring applied, hydraulicly released) "parking brakes" that require hyd. pressure (motor running) to roll. I don't think dragging it would do much harm to anything but the tires.

The last skid steer I moved I picked it up with a forklift and carried it. For a longer distance move I winched it up on the rollback.
