Since snow over the top of your boots has been the problem, have a look at some that are insulated and have built-in gaiters. Snow won't get past the gaiters. I got a pair from TSC several years ago, and they're still warm and holding up. I just buy the hunting boots out of Walmart for around $45 a pair. They come with the felt liners and I get a size larger than I normally wear, so that I can put on an extra pair of heavy socks for when it is really cold clearing snow.
They usually crack after three years or so and then I replace them - I have two pairs on the go (one new and one old pair). Works for me.
