Where other metal has rubbed it... chains during shipping for example, you will see light surface rust form.

I suspect the "rust" you're seeing is from the chains or other steel that made contact with the stainless...not the stainless itself.

Price is not the only reason to not use the most rust resistant SS. Different alloys have different properties, such as weldability, machinability, hardness, and flexibility. 304 is a particularly resistant form, I have used it a lot in a food plant where we had lots of salt. I would guess, without knowing for sure, that when you rub ordinary steel against it, you could get some of the regular steel rubbing off onto the SS, and that would rust.
