I saw that same thing at a muffler shop in Portland Oregon, they use it to replace muffler bearings on Volkswagens!!!!!

It is a puller of some sort, likely a condition where it can't get inside the part.
Or behind it.
So they clamp it by the OD.
Yes, I've made a couple similar pullers for getting around large irregular flange (and the steering wheel is a good example.)

Looks to me to be a PRESS, rather than a PULLER. I would suspect it clamps onto a 1.125" O.D. tubular piece and than the PART to be inserted is set in place and the CLAMPS moved down to snug up the PRESS. Then the CLAMPS are bolted tight and the center bolt is used to press the PART into the Tubular piece.

Some day you'll have something you need to pull apart or press together, you'll start thinking how to make something to do it, then you'll remember this thing... and you won't be able to find it.

I have many contraptions in my shop that I have made over the years. Some look similar to this one, others not so. I almost never buy specialty tools. I make what I need as the need arises. I have begun stamping some identifying information on the tool so a potential future user may take advantage of it.

I have numerous shop made tools with no identification. I have forgotten what I made them for.

I’ve seen similar ones used for swaging hydraulic fittings but the hole would be slightly tapered.
