It looks like it’s supposed to clamp around something and use the shorter bolt to press it through the hole in the back plate. I have no clue what you would actually use it for.

Clearly “homemade.” Likely used to remove a bearing from an axle shaft.

It's a puller. It could be used for what ever it fits. A gear, sprocket, bearing or pulley. I have about eight pullers of various configurations and sizes. You can never have too many.
