It looks like it’s supposed to clamp around something and use the shorter bolt to press it through the hole in the back plate. I have no clue what you would actually use it for.

It's a puller. It could be used for what ever it fits. A gear, sprocket, bearing or pulley. I have about eight pullers of various configurations and sizes. You can never have too many. ;)

Puller most likely, but (I think) it could also be a chain breaker. Although that would be one big chain....

It removes the orifice from inside of a Falange valve.

It looks EXACTLY like the tool I could use to pull the empellor off it's shaft on the Kubota snow blower, "nearly" all in pieces in my shop.

What size is the hole in the split clamp part?

First thought that came to my mind was a press/puller for "U"joints (aka crossjoints).
