Looks alot like an old railroad track lifter,but missing the ring between the hooks to lift with.Probably home made out of a couple of different models.Look on Ebay under "Railroad track lifter" There are 2 of them,and one of them has a hook that looks just like the one with the rib.

A Cant hook and a Peavey only have one arm not two.

I think Barry 1 is right and there is a part missing.
Looks like it could adjust for Ibeam widths.
I think that it is some kind of puller, note the holes for adjustment, also the hook ends are at 90 deg .
Might also be a tool to flip or rotate H beams, adjustable for various widths.
It is not for handling railroad ties or rail. Ive seen to many different kinds of tools for that purpose and that thing isnt close to any of them. The part of a old scale maybe, or a hoisting tool of some kind would be my guess.
