I think the rose-colored glasses of historical memory is another factor. People forget how much trash littered our own highways in the 1970's, at a time when the Boy Scouts were at peak popularity.

Anyone remember the "crying Indian" PSA from the 1970's? Wasn't that part of a campaign against rampant littering?
Yeah and that "Indian" was Italian....

People who chew food loudly.

People who treat animals-or people-without respect.

People who tailgate or drive aggressively- I obey the speed limit and stay in the right lane except to pass a significantly slower vehicle. You shouldn’t need to pressure me.

People who don’t respect others’ time.

Get high… it was a real thing back in the day with the Dead Heads and similar.

Or, it could have been street racers sticking up for their Nitrous Injection systems?

I’ve been here 35 years and over the years dumping occurred like off the back of a pickup…

1990 to the early 2000’s we never needed a daily parking lot sweep… now it’s everyday, 7 days a week.

Something has changed… the same fast food establishments from 30 years ago are still here…

What we did not have was homeless camps and people rummaging through the concrete trash urns… pushing shopping carts.

The urns are lined with trash bags collected every night…

What is common is someone yanking the bag and dumping the contents… or dumping because they want the bag.

I had the joy of watching a high school student in Berzerkely reach with both hands into the bag of fast food she was carrying, and in one smooth move extract the food while shedding all the packaging onto the sidewalk. Didn't even break stride.

We need some laws to stop this kind of behavior - ban humans!
I do think concentrating on the small things pays dividends… the broken window theory…

Our perspectives are likely very different, between California cities and small-town PA. You have massive homelessness and illegal immigrant problems, that simply don't exist here.

Outside of center city Philly, we don't have homeless people. It's too F'ing cold to survive even one winter outdoors, here. Center city Philly homeless benefit from it being a very old city that still operates "central heating", they sleep on the steam release grates located all over the city to stay warm. But out in the 'burbs and rural parts, you'll go 40 years without seeing a single homeless person on the street.

Recent immigrants make up an extremely small part of our population here, and are almost universally of the ultra hard-working variety, with those from south of the border kicking ass in construciton and landscape work, and those from India running small businesses or franchises and pushing their kids to excel in school. Some of them have different perspectives on things like litter, but really not much of a problem, out here.

Almost zero time for me on the Eastern Seaboard…

The transient population was non existent for me growing up on the West Coast.

Of course we had many different diverse social movements, campus protests and summer of love…

I’ve spent time in Southern California, San Francisco, Portland, Seattle, etc. and the transient populations are ever expanding.

In the more rural areas the drug culture is alive and well… I believe drug use and the drug trade fuels the current state of things.

The immigrants I meet are mostly family oriented and want the same as most… seeking work to support their family.

Our housekeepers are Spanish Speaking and very hard workers and push education for their kids…

The street people I meet like I did this morning are almost all homegrown… mostly male and mostly mature.

I do think you are spot on… it’s easier to be on the streets here than most places… mild weather, not much rain and lots of social services and support and law enforcement looks the other way for the most part…

The demographics continue to evolve…

In my own neighborhoods I’ve seen from all white new home buyers to white flight and African American buyers to Asian to Spanish Speaking to the foreclosure crisis with lots of mixed couple and LGBQ moving in starting around 2012.

I wish I had the answers to solve the pressing issues…

One of the veteran police officers this morning said he will be leaving California upon retiring… 4 generations California for his family but he is looking to cash out and leave…

When I was a kid we couldn’t build schools fast enough and now we can’t close schools fast enough…
