A big rubber mallet came in real handy for beating them down when just a little high (I wore out my cheap chinese mallet and had to buy a new one today).

Dead-blow hammer is the ideal tool for setting this type of block. Got mine at Home Depot. Have set more than 200 block with it and it is still looking new.
