I don't know if it has been said yet, but there might just be 2 relief valves. One main and one for the loader, what relief valve did you change?

No , I did not actually take the valve apart . Lee, I have removed the loader all together in order to isolate the problem when testing.

Loader valves for open center hyd systems, usually have a relief valve.

The 3pt hyd system usually has a relief valve.

Sometimes the hyd block has a relief valve.
