I was looking at the service manual for my 1700 (The manual is actually for YM195 US version). It has a Hitachi TL1Z-86 AC generator. Yours probably has the same one. The output is supposed to be 14V DC. I may be off base here but , mine show internal diodes. The function of the diodes are to convert the AC to DC voltage. The diodes can be replaced with replacing the whole generator. I think that may explain why it puts out voltage but, not the correct output. If you want more info I can scan a diagram of the generator.
