Sounds like MharryE has a good lead.
Have you checked the linkage between the lever and the the valve actuator on the transmission to see if there is any slop? Sometimes a worn pivot or pin joint can create a "dead zone" in a control linkage.

You won't get the full range out of your lift arms with a blade hooked up. If you want the arms to lower all the way, unhook the implement. A blade usually starts to lift off the ground about at #4 - #6, depending on the setting of the top link.

Well, I checked out all the options listed here to no avail. I think heviduty is right. No matter what I do, it won't start to lift until around 5. Thanks for all the help.

I am no expert, but I think it won't lift until 5 because it is already that high. In order to get to 1 you need to be able to get lower than the arms are attached to the blade.

With an implement connected and on the ground, look at your lift arms, they are about half way up. Remove the implement and the arms can move through their full 1 - 10 range. With no implement, you may have to push them down with your foot to get them all the way down. Your control lever actually controls the maximum down setting, the arms are free to move up.
