The vehicle is a '99 F350 with original tow package. There's a factory square plug for the original tow package 7 wire RV plug (missing). Someone added a 7
wire plug in the bed for a gooseneck hitch. What I want to do is retain the bed 7wire, and add another 7wire to the bumper without cutting off the square plug.

Is there a factory adapter I can Tee out two 7 wire plugs or is surgery in order?

I should be able to figure this out but I'm stuck.

If I understand, you want to have both 7-pin plugs in the bed and on the bumper working.
They make a TEE connector that plugs into the truck harness and the existing bumper connector plugs into it. It comes with a pigtail that you can run to the bed. I think I've used ones from Hoppy or Pollak but any good trailer supplier should be able to get them.

Yes, Uhaul or any trailer hitch shop will have what you need that will go in with no cutting of the wires. I have even seen what you need at most large Super Wal Marts. That is if the previous owner did not butcher it.
