My new tractor has an intermittent problem with the raise of the TPL. Sometimes it works and sometimes it dont! Lowwr always works. If it wont raise by itself I have to lift it up, then it stays there. Same problem with or without an implement. Most of the time it works but now and then it just stops working. I have the speed control valve undert he seat fully open (by tried it full open /closed etc etc). The revs are upat the PTO required level. Anyone have any ideas?

Welcome to the forum. The people here are extremely helpful to all comers and if you identify the tractor and define "TPL" someone might answer, even though for a new tractor your owner manual(s) or dealer might be the best source of operating instructions, no?

You seem to be talking about the 3pt lift. Have you installed or made up a hyd test gage gage ?

Do you have fluid flow to the 3pt valve?

Have you inspected, removed, cleaned any of the 3pt components?

If lowering works, that means that the 3pt valve is working somewhat.

If the piston is good, and there is fluid flow, then the fluid is going somewhere. It comes to the back via the 3pt valve, and the valve directs the fluid to the piston. There should be a relief on the 3pt, and the cyl also has a safety relief somewhere. The down speed knob just regulates the fluid flow out of the cyl. If you tighten it down, the lift stays up. If you open this knob, the 3pt should drop to the bottom stop.
