TL2100 info please

A friend has bought a TL2100 and now trying to find her way around it.

I've not seen this tractor myself, so difficult for me to answer, sorry.

First, what is the right angled lever on the right hand side of the steering column below the key switch please?

Second, does this model have a starter solenoid, or is the starter solely controlled by a solenoid on the starter motor?

Third, is there a user manual she can download? I've found a parts manual online, but that's not much help. I've seen various manuals on eBay, but she's keen to avoid expenditure at present.

The lever apparently is stiff, but apparently has no effect on the column.
