Three Speed PTO

I was reading Yanmar's position on grays and they mentioned that the 3 speed pto is not designed for the US market, so I was wondering, what are the other two speeds for? Which speed is the Yanmar tiller designed to run on?

Anybody have any ideas?

The tillers will run at any speed. I till the first pass in first gear then go up from there.

Are you speaking of ground speed or the pto rpms?

I run the tractor speed in low range 1st or 2nd gear.
