I'm guessing it's a cable driven gauge.
Sounds like the gauge head is failing,or perhaps the cable is on it's last legs.
Gauge replacement is probably the only option.
If you could locate a speedometer repair shop,it could be repaired.
I'm not sure they exist anymore.
