I wouldn't worry about the locking cylinders, and I'd go longer if you're going to bother telescoping. Use 5/16" wall mechanical tubing and size it so you can bush it with UHMW.

You really don't think the locking cylinders aren't necessary?

3.5" cylinder generates 24klbs force at 3kpsi. It's not going to bleed down on you.

I was thinking in terms of any slop in the boom would translate into the cutting wheel doing the 'hop'.

Yes, there are angled and straight teeth. I have no clue as to how they came up with the design, I just followed the directions they provided. Gives a wider cut in the end.

Changes the tooth orientation to the stump and allows more even chip loads.

I wish I'd gone with 900 series teeth so I could get reverse bend pockets. Mine doesn't plunge well with the gap left with straight pockets on the OD course.
