Steering issue

My 2008 Kioti Dk40 is having steering issue. Wheels will only turn one way. I can lift steering wheel up and get the wheels to turn in both directions. The shaft from steering wheel moves up and down.
Could this be a seal?

Doesn’t turn either direction now!

We got it taken apart found broken pin at. U joint all good
