sluggish loader and 3 point

I just bought my first tractor, 1973 Allis C 180. The hydraulics are not pushing the loader up all the time. I can get spurts out of it then nothing. The Power steering is will also give me spurts of hard and smooth by the second while I am turning.

I read that these are tied together and may be just sir in the system. How do I "bleed" the system? I saw one filler hole on the right side of the gear shifter and it is full, I guess it is H-fluid. are there other ports I should check to see if there is enough H-fluid? Any other ideas out there?

I did order an operators manual but it will be a week before it gets here.

Should I input any additional information to make it easier for someone to help? I searched the threads and did see similar issues but none that answered my question.

When was the hydraulic filter changed? When you get the manual, see if there are screens that have to be cleaned when the filter is changed. The tractor isn't too common on here... sorry.
