If it's a 55hp rated EuroCardan like mine, the adjustment specs are attached. Extrapolating from the chart, I'd adjust the springs to 28.1mm for your 28.5 PTO hp.

If it's a Bondioli, I can't help.

Thanks Greg i think it is a Bondioli the paper work that came with it says to turn the nuts evenly thats hard to do with the tiller hooked up to the tractor was hoping i could use a torque wrench.

Sorry - can't help you then. On mine, I adjust the spring tension bolt with a wrench in one hand, while I measure the spring length with a caliper in the other hand. I do this eight times, and I'm done. Oh, but before I do all that - I back them all off, dissassemble the clutch, and clean the friction plate and disks. Conventional wisdom suggests that be done twice a year if your clutch sits outdoors, in practice I only get around to it once.

That's the best advice there is on pto clutches. They change slip torque a lot with a little corrosion. I had one on a rotary cutter that looked great from the outside but was actually really stuck - there was a 1/2" bolt in the pto shaft coupling that sheared instead (good thing).
