Mine is power down. Just how Sure-trac built it.
But if you decide to go to power down on the existing cylinders which have only been used as power up....I'd at least flush out the rod-side of the cylinder before tying it all together.
And get rid of the Galvanized water-pipe fittings for high pressure hydraulics

More and more it seems I have issues with this single acting hoist to get back down again.
EDIT: It just occurred to me what it probably is. I had a different transmission put in the JD and they didn't use the Low Visc Oil I used to use.

They go down fast which is one of the main advantages IMO. You’re limited by how fast the fluid can exit the cylinder so it’s not like free falling or anything. On my manual valve truck you can somewhat control it. On an electric valve dump trailer you probably only had one speed.

My smaller highway-use dump trailer has a valve you can feather. In the up position, the pump comes on. No remote. Yes, that wouldn't give any control over speed.

Thanks to everyone for your suggestions. Just so you know, the trailer was free so I plan to replace the pump and motor unit completely so yes all new lines and fluid. Thanks again.

I had trouble with my single acting cylinder trailer going down. It was the pivots getting seized. After cleaning and greasing all is good again.
