Anybody have advice on designs for levelling clods behind a disc, in contrast to road maintenance?

One of these may be the answer. It can also be used as a 4' X 4' harrow if you wish. Only used mine once so far but it worked well.

Maybe someone could weld something for you out of rebar and chain?

I have an 8 ft spike harrow. Pulling it still leaves a fluffy surface. What I would like is something to drag behind it to make a level compacted walking surface, maybe a 6x6 timber or railroad rail. Its interesting to read what others are using for drags.

Here's an old post describing my spike harrow project. I bought the two 4 ft wide sections off Craigslist for $100 then welded up a drawbar with 6" chains to pull it, and made a lift mechanism using an incomplete exercise machine from my neighbor.
