Some tractor hyd PTO's are hard on shear pins, too. Mahindra had to put an accumulator tank [ small tank in line between the electric hyd solenoid and the hyd PTO clutch pack ] to ' calm down ' the abrupt engagement of the PTO in tractors like mine. Folks that have a foot operated clutch for the PTO, can bring it in slowly manually. Like my old John Deere 2240.

Sheer bolts dont require a lot of torque and should be torqued to spec, otherwise they are weakened right off the bat at install. On my blower it's only 12 lb/inch

I would NOT 'upgrade to a grade 8 bolt. I can see upsizing a bit to imperial for convenience. Remember the shear pin is protection against damage to expensive structure. Shear pins generally should not be in any tension and the hole should be a tight fit to eliminate bolt bending.
