Sure looks like it fell off the rack to me. Notice the strap UNDER the load? Seems it may have went slack and then the load shifted. Still no excuse if they did not stop to correct.

A few years ago a TBN member went to pick up a JD ride-on toy tractor for his son. The tike wanted to haul it home "Just like Daddy's tractor", so they hooked up the tandem axle and hauled it home.
