There are "innies" and "outies" and I guess you are an "outie".

 I have a hard time reaching the plug from the inside on both of my boats. One is a stern drive, the other has the gas tank in the way. The twist type plug has little to catch and you can crank it in as tight as you want. Water pressure will always try to push the plug into the boat. If the plug is on the outside it can't go in any farther. If it's on the inside and it isn't tight enough you might end up with the plug pushed into the boat.

I also have an automatic bilge pump so I would likely notice right away if the plug was forgotten.

A while back I saw an "automatic" drain plug. Basically it's a ball check valve. When the boat is in the water the ball seats from the water pressure and seals off. Once the boat is out of the water any water inside the boat will push the ball away from the seat and drain. Good idea, but not sure if I would feel comfortable with it.

Anyway, back on topic:

Should have gotten a bigger truck...

What? I've seen trucks do it!

In all fairness they were only going about 1 mile on a 4 lane highway to the diesel repair shop. Yes, that's a standard tow strap...

Rope is good enough, right?

nothing wrong with a properly tied rope. we used rope in our delivery trucks, delivering doors, windows and trim.

properly tied is the important part.

That’s exactly what I would do. Pay probably $500 for a wrecker that’s probably going to take an hour to get there or hook on it and pull it down the road. I’ve never pulled a truck that big but I’ve pulled vehicles on a chain and it’s not that bad.

There are some good wrecker services out there but 4570 is right and most wrecker services immediately think $+++when they hear a working truck is involved.

Unless they know you.

Not a boat person, didn’t know they had plugs. Thought they pumped water out.

It depends on the size of the boat. If a couple guys or fewer can carry it, it probably doesn't have a bilge pump. If it's bigger than that it gets increasingly likely that it does have a bilge pump. Once you start getting past something that can be hauled with a pickup it's likely there might not even be a drain plug, just bilge pumps.
