Sorry Steve, The agency's I have worked for did not require me to be insured and bonded.
If I was working for myself I defiantly would be covered just like a plumber or carpenter.

Now, when I burn my own property I make sure all my paperwork is in place and notarized well in advance.
My weather and permit are within the parameters set in the plan. And I have a fire lane that is more than adequate to do the job.
And I have equipment (listed in my burn plan) on site to control my fire.
In the eyes of the state of MS I am in good standing to burn.
Fire is very predictable, learning to predict its behavior based on weather, topography, fuel type, will keep you out of trouble and the poor house.
If you are planning a burn for this spring now is the time to be getting prepaired.
In your case Steve cut the snags down now, you might have next to your fire lane. Pine straw is very easy to control.
There is nothing more rewarding than pulling off a successful burn and seeing the change over the next few months and year.

{I would not spend a bunch of money on seed. Your soil bank more than likely has the seed there unless you have been heavy on the 2-4D for many years. }

2-4D does not typically harm grasses. Only broadleaf and woody plants. Don't know if it harms seeds.

Staying out of the "poor house" is my concern. One boundary of the tract adjoins a US highway. Call me paranoid but, given today's litigious society, there's no way I will pursue this without obtaining some really strong liability insurance to protect my assets. I say this even though the liability would be shared with the state.

I understand completly. I hope you can find some piece of mind.
I have one hundred acres of CRP pine that has been thined once, every third row and burned twice now. My indian grass, and blue stem is really comeing on strong. haha.

2-4D is a premerge also. I like some of the woody plants. Sumac, green briar etc,
