register a tractor with dvla

New to this so forgive me if I'm in the wrong place or if this has been asked before. I have a Shire 330 from new in 2006 not registered at all .I want to register it now, I have HSE certificate of approval for the roll frame but have been told I need a Certificate of conformity which it wont have as it was made in 2006. If I have to go down the road of having the tractor tested I wont bother. Can anybody help that has come across this before. Many thanks.
