back when i was younger and bought my first pickup (around 1990) i put recaps on all 4 wheels. i was just out of school and used to regularly pull people's take-offs out of the tire pile outside my family's garage because they were better than the skins i currently had (it wasn't uncommon for me to mount a couple new-to-me tires on my vehicle each month). i found four good looking recaps on the rack inside that came off some station wagon, so they went on my truck - the price was right. i had them on for a few months and one night i was getting a thwap-thwap-thwap noise as i went down the road. when i got home i found that one of the front caps had worn a hole through, and the inner bladder was protruding through a hole about the size of a half dollar and about a quarter inch in height. needless to say, i broke down and bought some better tires finally.

that wouldn't stop me from running them again, if the price was right. since it's hard to get a set of new truck tires for under $600 installed, they probably have their merits. i will say i haven't seen passenger vehicle recaps in years, though i also haven't looked. my experience always has been that only the best quality tires were capped, and the savings on small tires was barely worth it, but with tire prices upwards of $250 each, it's probably worth looking again.

in the last few years, i've bought a few sets of used tires on craigslist. it's common enough to find sets of four truck tires for $100 that still have a couple years of use in them. usually they are off trucks where someone "wants" new tires, as opposed to someone who "needs" new tires. i'd probably go that route over recaps.

So far nothing in print banning tractor trailers from caps on the steer tires in the USA.

My dad had some put on a station wagon when I was a kid. On a family vacation to Florida, one front recap went out in Ga. Put the spare on. About 100 miles later the other front recap went out. Stuck on the side of I75 with a wife & 4 kids. My father would never buy another recap and I certaintly won't either. Additionally, I had a piece of recap get kicked up on the eway and busted the front of my car once. I think they ought to be outlawed. Just more trash on the road.

Might be more trash on the road, but just imagine the huge problem all of those casings would be if all tires were required to be virgin rubber. 16 out of 18 tires on most trucks are replaced with caps, after the original tires wear out. That many extra casings could cause a lot problems if they couldnt be capped.

Excerpt from federal motor carrier safety regs.

ァ393.75 Tires.

(a) No motor vehicle shall be operated on any tire that (1) has body ply or belt material exposed through the tread or sidewall, (2) has any tread or sidewall separation, (3) is flat or has an audible leak, or (4) has a cut to the extent that the ply or belt material is exposed.

(b) Any tire on the front wheels of a bus, truck, or truck tractor shall have a tread groove pattern depth of at least 4/32 of an inch when measured at any point on a major tread groove. The measurements shall not be made where tie bars, humps, or fillets are located.

(c) Except as provided in paragraph (b) of this section, tires shall have a tread groove pattern depth of at least 2/32 of an inch when measured in a major tread groove. The measurement shall not be made where tie bars, humps or fillets are located.

(d) No bus shall be operated with regrooved, recapped or retreaded tires on the front wheels.

(e) A regrooved tire with a load-carrying capacity equal to or greater than 2,232 kg (4,920 pounds) shall not be used on the front wheels of any truck or truck tractor.

i'm not sure i follow you. if you all are running medium duty trucks then it would probably apply - if you had the tires re-grooved. i don't think your average 10 ply light truck tire is even over 4000lb in carrying capacity is it? also, this is re-grooving, not re-capping. i don't know much about the process, but i'd assume that re-grooving only works on highway-rib style tires. it would be pretty difficult to re-groove an all-terrain tire.

I think the OP's question was simply recapped or regrooved tires in general, to which my comment does not apply. A subsequent question came up as to whether tractortrailer trucks can run them on the steering axles; which in most cases, is no, based on the load rating of the tire.
To answer your question. No is does not apply to my personal vehicle, but it does apply to the most of the emergency response vehicles I drive.

Regrooved and recaped tires were illegal here on the front. The national guard followed this too, even though most of their use was off-road.

I.m still wondering ... some of you have shared "when my dad" ... this is 2011 are they any better and would you run them in todays world on your farm pickup truck ...

I used to use recaps when I was younger and did not have problems with them, but they were on a VW beetle so not much weight. I have not tried to find recaps for pickups so I'm not even sure they are available around here. But, to answer your question as to what I would do:

Pickup truck limited to ranch - Yes
Pickup truck on highway - No
Car - No
Peterbilt dump truck - steer axle - No, drive axle - Yes.

Retreaded means manufactured by a process in which a tread is attached to a casing.

Part 571.117: Standard No. 117; Retreaded pneumatic tires. - Federal Motor Carrier Safety Administration

Regrooved:

c) Regroovable tire means a tire, either original tread or retread, designed and constructed with sufficient tread material to permit renewal of the tread pattern or the generation of a new tread pattern in a manner which conforms to this part.

(d) Regrooved tire means a tire, either original tread or retread, on which the tread pattern has been renewed or a new tread has been produced by cutting into the tread of a worn tire to a depth equal to or deeper than the molded original groove depth.
