You could be right, Phil, but if you have your doors locked and only open the window part way, you might be able to take off if the "officer" refused to show his ID. I don't know how it is elsewhere, but we were required to carry the badge, the photo ID card, and the "warrant of appointment" at all times and to show them to anyone who asked. And the fact is, that in all those years, I never had anyone ask to see anything other than the badge.
And like Logan, I never stopped any vehicles when I was in plain clothes except when it appeared obvious that the driver was intoxicated. And when in uniform in an unmarked vehicle, I certainly did not mind if someone failed to stop before reaching a well lit, populated location.
