Is it normal for the PTO stub to rotate slightly without being physically engaged? I notice it is turning very slowly and it is not engaged.

In some transmissions the fluid flow can cause the shaft to rotate.
Depends on your machine. I am not familiar with your machine. Is it clutch operated or HST?

The test would be to use a piece of scrap wood and see if it stops easily or keep turning. If it stops no problem. If it keeps turning check linkages and see if it is partially engaged.

I just tried it and it stops when i put a small amount of pressure on it so it must be just the fluid flow. Thanks!
