3-Point Hitch Problem with three point on JD4310

I just bought a used 4310 with 1200 hours, 4wd, FEL and power reverser trans. When I hooked up my shredder to it yesterday, the pto worked fine, the FEL loader works well, but the three point lift only raised the shredder a couple of inches off of the ground when the selector is in the highest position. It would not lift the 5ft shredder up off of the ground completly like my other tractors did in the past. I shredded for a few minutes to let the hydraulic oil heat up good, but that did not seem to help it. The hydrailic fluid level is full and it looks to be pretty clear/clean too. The adjustments on the links on the rear have a litttle adjustment, maybe 1-2 inches lift to adjust, but that is it. The suction side hydraulic filer by the drivers side tire appears to be fairly new.

Is there something that I am missing here ? What is causing this ?

A few wild guesses: Forward end of the top link in the wrong hole? Incorrect top link length adjustment? Will the rockshaft's lift arms move through a full stroke of travel when no implement is attached?

Is it possible to lower the arm pins on the shredder?

Do the arms raise as high without shredder as they do with ?

I just thought of another possiblity.

When moving the 3 pt lever there is a stop to set depth control for tillage work. Push the lever toward the tire (think flex) and it will allow the lever to go past the stop and to the end of the slot or toward the rear of the tractor.
