Specs.

Power Trac PT-422

Engine: Suburu Robin Engine 22.0 eh65

Issue: left side front engine valve won't move causing the engine to stall out. Does anyone know what the issue may be? and have a solution.

Not moving is pretty broad, You referring to the valve stem itself?

If so, and the rest move fine it is probably gunked up somehow (as simple as sludge, as expensive as a bend or deep scratch). Could also be a weak spring.

Depending on the hours, I would consider first running an engine cleaner of some sort (cheap and good is a bottle of ATF, or you can open your wallet for other solutions).

After that, dissasemble and check the valve and valve guides.

I have also seen an engine with carbon that cause the valve to stick.

the hours meter no longer works, and the whole front left valve doesn't move at all while the rear one does

I would tap on the top of it with a hammer and see if you can get it to unstick. Sounds to me like it got hot and bent but I really don't know. When you take the valve cover off you will see if you have a lot of gunk. If so, run the cleaner.

don't see that much gunk...however...my dad said if i ran it with the cover off oil should spurt out but none is...

Check the push rod to make sure it is setting on the lifter. The the Robin has a push rod between the lifter and rocker arm. If you valves got out of set too much the pushrods could have slipped off the lifter and thus the valve will not move.
