Is the return line on an open-center system pressurized?

No, as long as the return flow has direct path to tank with no restrictions. A return filter could produce some pressure.

In a valve with a PB port, and it is not being used, the fluid from the work ports is mixed with main fluid and returned to tank. If you use the PB port, the main fluid flows out the PB port and to another valve. With the PB sleeve installed, the fluid from the cylinders/motors flows out the tank port, only when they are being used.
