Does your loader valve have regen, and if so, is it in the first part of lever travel or at the end of lever travel.
If the regen is first, the return port is closed off and no fluid can exit the valve, as all the fluid is going to the motor, and a motor has to have an exit for the fluid.
Does the lever even move to the end position?
Have you checked the ends of the spool that has the centering springs, regen and float.
