That is a traction engine.
Some like sized steam powered might have been rated at 10 horse power. They would pull the hitches right off a 100 HP AG tractor on rubber!

I think this is made to do something besides pull. Look at the slick no traction lug wood wheels and the conveyor belt looking thing over the side.

Some "traction engines were built to pull Sideways.
With a great wheel slung horizontally underneath to pull on cable attached to plows.
It takes two... ;-)
