No PTO output

I have been running with the PTO in neutral. I need the PTO and cannot get it to shift to either speed range. The shift lever Only appears to go from 540 to neutral but the PTO shaft turns freely by hand.
All suggestions welcomed.

I got no valuable advise about how to fix it.
The only thought I have is the danger of messing with the PTO shaft with your hand, especially while its engaged or trying...
I'm sure you already know that. Just can't help but remind.
If that sucker engaged unexpectedly... I hate to think.

Checked that the shift lever is moving the shaft into the transmission? Sometimes there are a pin that snaps

There should be 2 controls for the PTO. One is the speed control that you mention. The other is for engaging/disengaging the PTO. On my Jinma 284, it is located to the left of my right foot and is pushed down for PTO engagement.

It was the Lever inside my right foot. After engaging it I pushed the RPM lever up to 540 and all is well. I don't use the tractor very much but when I need it I need it.
