Bucket lifts and loads fine, but no down force to back drag or lift front end. Just acquired, checked Hydro fluid level and it appears to be over filled. Could that be the problem?

Your not putting it float are you? There is a notch all the way forward that puts it in float.

If it has quick connect for the loader you can disconnect and reconnect them. Sometimes they look connected but aren’t seated all the way.

If the hydraulic is overfilled I’d drain a little.

Bucket has single action cylinder, no power down, but when you tilt with the bucket laying on the ground it can actually lift the front tires off the ground. Tilt has a double actiom cylinder,

No bucket cylinder that I've ever seen is single acting IE all FEL bucket cylinders were double acting

It would help you get more correct answers if you would reveal tractor & frt end loader models!! Are you referring to a JD 3005 & JD FEL? Are you 100% positive you're not placing boom control spool in float position??

no, I don't think overfilling is the problem... mine was overfilled from the dealer when I got it as well .... on mine (not a JD) if I go too far down too far on the joystick it will not apply force its like the de pressurize zone, play with it without going all the way to the end on the joy stick.
