Steering wheel spins with tractor crank or not wheels will not move

Have you checked the fluid level in the hydraulic reservoir? When you spin the wheel is it moving at the steering assembly shown as part #1 on the parts diagram? It looks like there are several u-joints and places to come loose between it and the wheel. Is there output from the pump part #40. Hopefully it is not the pump, no price on the diagram usually means it is no longer available. Those are the things I would check first.

Thank you for your help I'm going to use that diagram and go through all your suggestions. I will let you know how I come out. I can't say the hydraulics are working because my three-point hitch picks up around bale of hay.
