My Tecumseh

hey guys I am currently Dabbling in small engine's i Have a 3.0 Tecumseh and on the side of the motor it has 4 small hols in the lever itself on the out side and as far as i can tell its not connected to any thing on the inside can you guys help me figure what is it connected to its right under the gear and i cant figure were its connected to
