Found it...bad connection way up the wire harness. Yes, it had voltage but could not draw amps. The mechanic buddy had a headlight and test leads to hook up. I'm on the road travelling and only have the VOM and a basic screw driver and wrench set. My light tester is at home in the toolbox. His stuff made it easier to find. Thanks for the inputs and suggestions.
