Mulching After A FIRE

Anyone go into an area that has been burned?....For mulching purposes/Clean-up...Does the remaining stumps/limbs mulch easier since they are charred or does the charring actually create a harder to mulch/penetrate surface?

I did a small area that was burned approx. 3 weeks prior. Dust is bad, but ashes and dust is horrible. And it had even rained since it was burned.
