The tach on my 2615 has a green band that ends at 1800 RPM and a little circle that says 540, obviously the recommended PTO speed. It continues on as a yellow band that ends at 2200 RPM and circle that reads 660 RPM. From here on the band turns red to 2500 RPM which I assume means not to run it in this range.
This all makes sense except the 660 stop. Never heard of anything being run at 660 RPM.

can't speak for your specific tractors but a couple of my older tractors have a similar marking which equals 1000 rpm with a belt pulley. A lot of the old tractors were designed to run belt driven equipment with a pto adapter as well as traditional (new to them) PTO equipment.
