Massey 135 Steering Issue

Fixing a Massey 135 and had leaks in between the sections of the steering pump. Installed a new one and now its keeping constant pressure to the pump even when in neutral. Thinking its a clogged return line, but haven't found anything yet. Any ideas?

Problem isn't (and wasn't) in the pump. It's in the steering valve. Lots of threads out there on dealing with that. Both Ford and Massey used that valve for a number of years. Find a manual that covers the power steering control valve. I&T manual will do.
