The housing for the control lever for the bucket and the 4 hoses that go down below by the foot speed control (?) get super hot while I am brush hogging. This is without operating the bucket controls. Is this normal?

How hot? If the tractor is HST it uses the same hydraulic fluid for the HST and the Loader but with different pumps. There is always fluid flowing through the valve blocks even when not using the loader. It is recommended to run HST wide open to reduce heat. You might need to use 80% of mid range speed instead of 20% of high range.

Does not have HST. Have been told that is might be the filter.

keep in mind that if the filter is causing that much restriction, chances are it could be bypassing the filter element. I would replace it right away!
