3-Point Hitch Long 460

My long 460 three point hitch won't go up I have cleaned the metal screen and I believe the pump is working.The tractor set up for 10 years with about 2 gallons of water in the hydraulic fluids.where should I start checking?

Under the front of the seat, there is a big nut (facing up). Undo that, don't lose the spring. Stick your finger in there and pull the valve out. Check it for crap, clean, put it back together.
Should work now. Don't know why it works now, but it does. Mine never seems dirty, but I have to do this with mine all the time. Kind of a pain. I'd like to know of a permanent fix.

I've got a 445 that does the same thing. Every time I've just picked the arms up by hand and it starts working.
